Governor Beebe and DHS argue against Department of Justice Injunction

Conway HDCBoth Arkansas Department of Human Services and Governor Beebe came out firing against the Department of Justice injunction to stop the placement of children at the Conway Human Development Center. Basically Governor Beebe argues that families have chosen to place disabled individuals in institutions and that no community care exists for these persons. There's simply a difference of philosophy.
On the topic of restraints, Gov. Beebe felt that their improper use should lead to staff firing.
Maybe I'd be more sympathetic to the "philosophic difference" if Arkansas did not have such high rates of child insitutionalization, much higher than the rest of the country. The problem is a state philosophy that leaves families of the disabled broke, alone, and unsupported in managing their loved ones.
